Downtown Lancaster BID
The Downtown Lancaster Business Improvement District was adopted by the City of Lancaster's City Council in November 1989. Ordinance SB 1424 allows cities to impose an assessment on businesses within a designated downtown area and to use the funding for the economic revitalization of the traditional central business district.
Lancaster Old Town Site (LOTS) is the management corporation appointed by the City Council to manage the assessment revenues of the Business Improvement District (BID). A Board of Directors is elected by the businesses within the boundaries of the BID to budget and develop the program to meet the objectives of the district. All members of the Board of Directors are business owners or managers of businesses in Lancaster Old Town Site.
Working Together
Working together as an organization has proven to be effective in promoting downtown, attracting new businesses and preventing erosion of the business district. Unified, business owners are able to accomplish more in the political arena than as individual business people.
